SOURCES SOUGHT SYNOPSIS
The United States Air Force, Wright-Patterson Air Force Base, Ohio is seeking potential sources to provide a Terahertz Spectrometer as described below. The purpose of this spectrometer is to support the Air Force Institute of Technology at Wright-Patterson Air Force Base.
This Sources Sought Synopsis is published for market research purposes to identify potential capable sources and to assist the Air Force in making a small business set-aside decision. The Air Force anticipates a sole-source acquisition for a Fixed Price contract.
Firms should respond to this notice if they can provide the following:
Terahertz Spectrometer:
1. The system must provide the following spectral data to allow the end-user to maximize the information gathered from the system.
a. Time domain wave form
b. Measurement of phase in the time domain
c. Terahertz (THz) intensity
d. Transmittance spectrum including phase shift
e. Absorbance spectrum
f. First and second derivative of absorbance
g. Reflectance spectrum
h. Refractive index spectrum
i. Real dielectric constant
j. Imaginary dielectric constant
a. Time domain wave form
b. Measurement of phase in the time domain
c. Terahertz (THz) intensity
d. Transmittance spectrum including phase shift
e. Absorbance spectrum
f. First and second derivative of absorbance
g. Reflectance spectrum
h. Refractive index spectrum
i. Real dielectric constant
j. Imaginary dielectric constant
2. The system must have the capability of launching the THz beams by means of fiber umbilical, as well as, having an internal THz optical beam and sample compartment. This should be done automatically and not require any internal manual interventions by the user. This allows the user to run two independent experiments without significantly affecting either experimental set up.
3. Service must be provided at the customer's site.
4. The spectral range must be at least 0.06 to 3.6 THz.
5. The sample compartment must have the capability to purge with Nitrogen or clean dry air to remove water vapor; this is an important capability in many sensitive measurements.
6. The system must be capable of supporting sample measurements in vacuum.
7. The system must have at least the following performance at different frequencies in terms of signal to noise ratios:
• Frequency of 0.9 THz* better than 11000,
• Frequency of 0.3 THz* better than 6500,
• Frequency of 2.5 THz* better than 700.
• Frequency of 0.9 THz* better than 11000,
• Frequency of 0.3 THz* better than 6500,
• Frequency of 2.5 THz* better than 700.
8. The system must have the capability to use an Attenuated Total Reflection (ATR) module.
9. The system must have the capability to use Cryostat.
10. The system must have the capability to use a Variable Temperature Cell (-190°C to +220°C).
11. The system must have the capability to use a Reflectance Imaging Module for terahertz imaging. Image size up to 75mm by 75mm.
12. The system must have the capability to use an external Gantry to image large samples.
13. The supplier must provide on-site training. Minimum 2 days for 2 people.
14. Unit must have a minimum of a 2 year warran
***Note: The NAICS code assigned to this acquisition is 334516- Analytical Laboratory Instrument Manufacturing with a 500 employee size standard. The Air Force reserves the right to consider a set-aside based upon responses hereto for any subsequent acquisition.
Please complete the capability statement attached to this notice and provide a (four (4) page maximum) package explaining your company's ability to provide the product described above. Any information submitted by respondents to this sources sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. The Government's evaluation of the statements received will factor into whether any forthcoming solicitation will be conducted as a sole-source acquisition, full and open competition, or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), EDWOSB, etc.).
