This is a combined synopsis/solicitation W911SR-14-R-0005for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract will advance the fundamental understanding and shed light on the effectiveness of terahertz (THz) based spectroscopy as a tool for chemical and biological agent detection. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) intends to award a sole source contract to Vibratess, LLC located at 104 Chaucer Road, Charlottesville, Virginia 22901. The contractor shall conduct theoretical modeling and analysis with the goals of predicting signatures and indicators that may be accessed and to identify gaps in the THz spectroscopy data for Edgewood Chemical Biological Center (ECBC). The THz spectroscopic region covers the frequencies from 0.3 THz to 10 THz in the electromagnetic spectrum. The research work and technical approach is based on leveraging THz spectrometer instrumentation that was developed by Vibratess, LLC. This instrument is capable of scanning spectral range between 315 and 480 GHz with a spectral resolution of 0.1GHz. The spectral range has been shown to have distinguishable THz signatures for biological detection. The Vibratess spectrometer permits observation of intense and narrow spectral resonances in transmission/absorption spectra of nano-samples from biological molecules and bacteria with widths between 0.05 and 0.2 cm-1 due to a high sensitivity, good spectral resolution, and a spatial resolution below the diffraction limit.

Only Vibratess can successfully complete this work because only Vibratess has the required proprietary THz spectrometer with the capability to perform at the aforementioned ranges. It would be impractical at best and likely impossible to have another contractor independently develop the required assets and techniques to meet the Government's schedule. Vibratess is the only source able to do this work without any undue delays, costs, and risk. The delivery date will be 12-16 weeks after receipt of order. The NAICS code for this requirement is 541712 and size standard of 500 employees. The statutory authority permitting other than full and open competition is implemented by FAR 6.
Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. Vibrates LLC is the Original Equipment Manufacturer.

DESCRIPTION OF ITEMS/STATEMENT OF WORK
Task 1- THz Spectral Signature Modeling of Biological Materials. The contractor shall conduct theoretical modeling and analysis with the goals of predicting signatures and indicators that may be accessed and to identify gaps in the THz spectroscopy data. The modeling shall also offer a confirmation on the integrity of the spectral data. Biological simulants to be modeled shall include, but are not be limited to, Bacillus Globigii, BG, herring DNA, ovalbumin, the viral stimulant MS2 and Erwinia Herbicola (EH). The contractor shall also verify the THz spectral range of interest.

Task 2- THz Spectral Signature measurements on Biological Surrogates. Using the THz spectrometer that was developed by Vibratess LLC., the contractor shall perform spectroscopic measurements on all the biological simulants that were modeled in task 1.

2. Inspection/Acceptance: Inspection and Acceptance will be at Origin.
3. Delivery Schedule. Delivery shall be 365 days after contract award.
4. Safety Considerations. The contractor shall not use any sensitive items, hazardous items, chemical agents, carcinogens, or perform any microbiological and/or biomedical work in the performance of this contract.
