MY NOTE: I'M REPOSTING TUG AND AKIMED'S POSTS ABOUT API'S RECENT SBIR SALE FROM THE IV MESSAGE BOARD. THE FIGURES GIVEN BELOW ARE VERY INFORMATIVE. THANKS GUYS!
"The purchase was made via a Phase III contract which is a continuation from prior SBIR contracts. A Phase III contract gives preference to companies involved in related development previously funded under the SBIR program.
"This sale utilized a Phase III contract, which is not only a fast and simplified government procurement tool, but also permits us to be sole sourced. Our long history of SBIR contracts favorably positions us for future government sales of our terahertz systems using the Phase III contracting vehicle."
The SBIR plan description is (see the Phase III description):

The Navy program is:

My take on this is that the Navy will use the potentially useful Tray4000 for NDT and Spectroscopy in this Navy Research facility. BUT, the choice of the SBIR procurement is a significant fast track work-around for any DOD agency to make a quick (ie. non competitive bidding) and easy purchase of a potentially innovative and useful device. My interpretation is that API development in any TRay SBIR I&II program is enabling any other DOD agencies to do a follow on purchase in a SBIR Phase III track like today's announcement highlights.
This is interesting. The Tray 4000 is basically a portable research device capable of customization interface add-ons. That's fine for adaptability. Soon the TRay 5000 (?) anomaly detector, slimmed down in size and cost, will open more usage opportunities for the TRay line of products. Thus, Kurtz's comment on the importance of << Our long history of SBIR contracts favorably positions us for future government sales of our terahertz systems using the Phase III contracting vehicle. >>
